Mr. Richard E. Carter of Upper Marlboro, Maryland, son of the late Mr. Robert Carter and Mrs. Audrey Gillen Carter McRae, peacefully departed his earthly home Saturday, September 3rd at Manor Care Nursing and Rehabilitation Center in Largo. He was a veteran having served in the U.S. Air Force with tours of duty in Vietnam and Italy. He was educated in the New York City public school system. He was employed for over 28 years as an IT Specialist with the Clinical Center/National Institutes of Health, Department of Health and Humans Services, Bethesda, Maryland. Richard was a proud member of the National Pinochle Association. He was an active member of two local pinochle clubs. He was member of the Six Plus Six Pinochle Club for over 20 years as well as a member of Queens and Jacks Pinochle Club. His involvement in these clubs allowed him to travel to many tournaments and was the recipient of several awards. Richard also enjoyed gardening. He leaves to mourn his passing, wife Vardrine Carter of Upper Marlboro, MD. Two Daughters, Michele N. Carter of Upper Marlboro, MD and Stefanie C. Carter of Owings Mills, MD. One Sister, Theresa Ramsey of Abeedeen, NC. He also leaves a host of brothers-in-law, sisters-in-law and numerous nieces and nephews. He was preceded in death by his brother, Robert Carter, Jr. of New York City, NY.
