Lucia Valarie Franks was born on December 16, 1952 in Miami Florida to the late Charlie and Leatha Harris. She received her education in Miami Public School System and graduated from Boyd Anderson High School in 1970. She attended and graduated from the University of Florida in Gainesville, Florida in 1974. After graduating from college, she relocated to Alexandria, Virginia. There she worked as a teacher in the public school system. She also worked at a Law Firm. In 1976, she moved to Maryland and worked in D.C. at the Department of Agriculture. In 1978, she was employed by Mathematica Policy Research in Washington D.C for 43 years. There she became the Director of Facilities.
Lucia accepted Jesus Christ as her Lord and Savior. She was a faithful Christian. She was not ashamed of the gospel of Christ. She was diligent in taking her grand children to church and teaching them the word of God.
She leaves to cherish her memories, her two children Rhonda Wesley Melton (Kevin Sr.) and Johnny Wesley Jr. Three grandchildren, Marquis Wesley, Janay Wesley Seymour, and Kevin Melton Jr. Three sisters, Nita Hill (Eddie), Laurette Henly, and Yolanda Givin (Johnny), one brother, Antoine (Margaret). A host of nieces, nephews, family, and friends.
