He was the son of the late Tunis Taylor Sr. and Pearl Brown Taylor born July 7, 1947 in Toano, Virginia. Ronald affectionately known as Ronnie, was preceded in death by his two brothers; Tunis Taylor Jr. (Butch) and Paul S. Taylor. Ronnie was a graduate of Bruton Heights in James City County Public Schools. After graduation, he joined the United States Air Force where he served more than 3 years. He was employed by the Federal Government for 30 years and retired in September 1997 from the Department of Housing and Urban Development (HUD).
